摘 要:构建统一的技术大市场对完善国家创新体系意义重大。本文以专利交易为例,研究了科技中介对于降低城市间技术交易壁垒的作用。利用2006~2019年国家知识产权局公开的1430129条专利所有权变更记录,本文构建了一套全新的专利交易数据库,同时根据专利基本信息中的5508215条申请人—代理人关系,创新性地测量了城市间的代理中介联系强度。以引力模型为基础,本文实证研究发现,控制了城市对和城市—年份固定效应后,代理中介联系仍对城市间专利交易有统计和经济上的显著影响。同时,利用城市对内代理联系的“突然”增强构建代理冲击,使用双重差分和事件分析方法的估计显示,代理联系和专利交易的因果关系稳健。在复杂创新和过程创新比例更高的行业、制度质量更差和替代性中介数量更少的城市,以及转让方为个体、类型为发明专利时,代理联系的作用更大,说明代理联系有助于降低专利交易中的信息和契约壁垒。本文不仅系统评估了科技中介在技术交易中的作用,而且为研究技术交易和技术中介问题提供了数据基础。In recent years,China has experienced remarkable growth in innovation input and output,accompanied by significant improvements in overall innovation capabilities.These achievements can be attributed to the implementation of innovative policies and the fostering of a favorable innovation environment.However,despite these positive developments,there is still a significant challenge regarding the limited transfer and transformation of innovation achievements.Additionally,the disconnection between innovation and industry,as well as the gap between science,technology,and the economy,poses a prevalent challenge in China's innovation landscape.One of the key contributing factors to this challenge is the fragmentation of technology markets across various regions.This segmentation creates barriers to the seamless integration and flow of technological innovations.Therefore,this study aims to examine the micro-level dynamics and evaluate the effectiveness of technology intermediaries in mitigating the regional segmentation of technology markets.By addressing this issue,this study intends to facilitate the harmonization and integration of technology markets in China.Taking patent transactions as an example,this study investigates the role of technology intermediaries in reducing barriers in cross-city technology transactions.We construct a new database of patent transactions using 1,430,129 records of patent ownership changes from 2006 to 2019 published by the China National Intellectual Property Administration and innovatively measure the strength of crosscity agent-mediated connections(AMC)based on 5,508,215 applicant–agent relationships.The empirical estimation based on the gravity model finds that AMC has a statistically and economically significant impact on inter-city patent transactions even after controlling for city-pair and city-year fixed effects.Moreover,the dynamic difference-in-difference and event-analysis estimation using the“abrupt”increase of AMC as an exogenous shock reveals that the causal relations
