摘　　要：海洋具有独特的流动性、生态系统性以及整体性,这就要求在生态环境治理过程中必须打破国家管辖界限的制约而形成跨界治理。中国和日本作为亚洲重要经济体,隔海相望,协同治理海洋生态环境是实现共同价值目标、共同利益追求、可持续发展的必然选择。本文将采用文献分析、比较分析等研究方法,重点对核损害下中日海洋环境治理中的海洋生态环境治理跨境合作进行研究。以期弥补国内对该领域研究较为零散的现状,从核污水排海的角度出发对中日海洋生态环境治理合作不畅的原因等进行深入分析,力图在理论和实际上为中日在海洋生态环境治理合作方面贡献微薄力量。进一步探讨中日海洋生态环境治理跨境合作的新发力点,提升合作的新层次,为核污水排海后对海洋生态环境的治理中找出适合中日双边合作的发展路径。Ocean has unique mobility,ecosystem and integrity.In the process of ecological environmental governance,it requires that transboun dary governance must be broken through the fence of national jurisdiction.As two important economies in Asia,China and Japan are located across the sea,jointly manage the marine ecological environment are inevitable choices to achieve common value goals,common interests and sustainable development.This paper will use literature analysis,comparative analysis and other research methods focusing on the Sino-Japan cross-border cooperation under nuclear damage.To make up for the fragmented status of resea rch in this field in China,this paper will evaluate the reasons for the lack of cooperation between China and Japan in marine ecological and environmental management from the perspective of nuclear sewage discharge and try to contribute to the cooperation between China and Japan in marine ecological and environmental management in theory and practice.This paper will further explore the new power point of cross-border cooperation between China and Japan in marine ecology and environment management,facilitate the new level of cooperation,and find out the suitable development path for Sino-Japan cross-border cooperation in the marine ecological and environmental management after the discharge of nuclear sewage.
