摘　　要：产业空间资源的存量更新与优化配置是提升上海土地空间绩效的重要途径,在政府数字化转型背景下,以数字化赋能空间资源存量更新与优化配置、提升配置效率至关重要。以上海某区产业科技投促管理平台的构建过程为例,发现当前产业空间资源配置中普遍面临着可用空间散而不统、存量资源旧而不活、产业项目管而不理、政策信息多而不见等问题,故而数字化赋能应当从“产业资源—空间资源”的要素集成、“分类管理—跟踪反馈”的流程治理、“精准推送—分析解读”的政策服务等三方面着力,从而实现产业与空间精准有效的匹配,支撑存量更新与优化配置。城市产业空间数字化治理水平提升的背后,更应推动政府治理理念的革新与体制的重塑,完善数字化人才队伍建设等,从而避免数字赋能“异化”为数字负担的可能。The stock renewal and optimal allocation of industrial space resources is an important way to improve the performance of land use in Shanghai.In the context of the digital transformation of governments,it is important to update stock and optimize the allocation of space resources and improve the allocation efficiency with digitalization.Taking the construction process of industrial science and technology investment promotion management platform in a district of Shanghai as an example,it is found that the current allocation of industrial space resources is generally challenged with problems such as scattered and non-unified space resources,old but inactive stock resources,unattended industrial projects,and abundant but not targeted policy information,Therefore,digital empowerment should focus on three aspects:element integration of"industrial resources-spatial resources",process governance of"classified management-feedback loop",and policy services of"precise rolling out-analysis and interpretation",so as to achieve accurate and effective matching of industry and space,and support stock update and optimal allocation.Behind the improvement of the digital governance level of urban industrial space,it is more imperative to promote the innovation of government governance concepts and the reshaping of systems,and improve the construction of digital talents,so as to avoid the possibility of"alienation"of digital empowerment into digital burden.
