铁路工程单价承包模式中变更设计投资编制的应用问题与策略分析

摘　　要：当前,铁路工程单价承包模式稳步推行,成都至兰州铁路、蒙西至华中铁路、鲁南高铁、西宁至成都铁路、西安至安康高铁等一批国家重点项目运用“单价承包”模式取得了良好的建设管理效果。变更设计管理过程中,变更估价一般根据变更分类,采用“已批复初设概算原则”或“已标价工程量清单”进行编制。单价承包模式下变更估价遇到一些亟待研究解决的问题,包括但不限于“前期造价错误的处理原则”“隧道工区长度变化费用的调整”“清单子目细度不足”等等,文中针对有关情况进行了分析研究,提出了初步的分析意见及处理方案。At present,the unit price contracting model for railway engineering has been steadily promoted and implemented.A number of national key projects,such as the Chengdu Lanzhou Railway,Mengxi Huazhong Railway,Lunan High speed Railway,Xining Chengdu Railway,and Xi'an Ankang High speed Railway,have achieved good construction and management results using the"unit price contracting"model.In the process of change design management,change valuation is generally prepared based on the classification of changes,using the"approved preliminary estimate principle"or"priced bill of quantities".Under the unit price contracting model,there are gradually some urgent problems that need to be studied and solved in the valuation of changes,including but not limited to"principles for handling early cost errors","adjustment of tunnel work area length change costs","insufficient detail of list sub items",etc.The article analyzes and studies the relevant situations,and proposes preliminary analysis opinions and treatment plans.
