新安全格局下社会治理转型

摘　　要：自党的十八届三中全会明确提出“社会治理”概念以来,我国社会治理体系与能力建设不断进步,并取得突出的建设成效。社会治理作为国家治理体系的有机组成部分,事关国内社会秩序稳定和经济安全发展。当前我国面临愈发严峻的国内外安全风险,社会治理也在实践中不断进行调整。社会治理对国家安全的重要性日趋增强,与国家安全形成了辩证统一的关系。党的十八大以来,社会治理与国家安全在整体上呈现“统—分—统”的关系,既是对社会治理概念理解逐渐加深的过程,同时也是国家安全理论体系持续完善的过程。党的二十大开创了总体国家安全观统筹之下的社会治理新模式,从而实现了新安全格局下社会治理的新转型。Since the Third Plenary Session of the 18th CPC Central Committee clearly put forward the concept of“social governance”,China’s construction of social governance system and capacity has made continuous progress and has achieved outstanding construction results.As an integral part of the national governance sys⁃tem,social governance concerns the stability of domestic social order and the development of economic security.At present,China is facing increasingly severe internal and external security risks,and social governance is also being constantly adjusted in practice.The importance of social governance to national security is increasing day by day,and social governance has formed a relationship of dialectical unity with national security.Since the 18th National Congress of the CPC,social governance and national security have shown a“unity—division—unity”relationship on the whole,which is not only a process of deepening the understanding of the concept of social governance,but also a process of continuous improvement of the theoretical system of national security.The Party’s 20th National Congress created a new model of social governance under the overall planning for na⁃tional security,which will realize a new transformation of social governance in the context of the new security pattern.
