生态文明先行示范区建设如何影响绿色发展福利?

摘　　要：生态文明建设是构筑人与自然和谐发展现代化新格局的必由之路,更是践行以民生福祉为价值归宿的生态民生观的应有之义。以较少的生态损耗较大程度实现由环境水平改善带来的生活质量和幸福感的提升,是绿色发展福利的核心内涵。该研究在系统阐释生态文明先行示范区建设对绿色发展福利影响的理论机制基础上,运用2006—2020年中国235个地级市的面板数据,采用多期倍差法实证检验了生态文明先行示范区政策对绿色发展福利的作用效果与影响机理,并进行区域异质性分析与空间邻近效应探索。研究发现:①生态文明先行示范区建设能够显著提高绿色发展福利,且此结论在更换样本数据、排除其他政策干扰以及采用PSM⁃DID等一系列稳健性检验后依旧成立。②生态文明先行示范区建设主要通过其政策规划中所提到的发展绿色科技、调整产业结构、优化空间格局三条作用途径,实现对绿色发展福利的提升作用。③政策效果存在地区异质性,其在大规模城市与东、中部地区作用效果显著。④生态文明试点政策存在空间邻近效应,其对本地与邻近地区绿色发展福利水平的提升均具有显著推动作用。针对上述结论,该研究从技术创新、结构优化、区际协调等方面提出政策建议,为在生态门槛内实现绿色发展福利最大化的可持续发展模式提供理论支撑与现实依据。Ecological civilization construction is the only way to build a new pattern of harmonious development between humanity and nature.Moreover,it encapsulates the essence of the ecological concept of people’s livelihood rooted in human well-being.The underly⁃ing principle of green development welfare is to enhance the quality of life and happiness brought by improving environmental standards while minimizing ecological loss.This study systematically explained the theoretical mechanism of the impact of the construction of the ecological civilization pilot demonstration zones on green development welfare.Based on panel data from 235 prefecture-level cities in China from 2006 to 2020,the study used the multi-period difference-in-differences method to empirically test the effects and impact mechanisms of the ecological civilization pilot demonstration zone policy on green development welfare and carried out regional hetero⁃geneity analysis and spatial proximity effect exploration.The study found that:①The construction of ecological civilization pilot demon⁃stration zones could significantly improve the welfare of green development,and this conclusion remained valid after replacing the sam⁃ple data,eliminating other policy interference,and conducting a series of robustness tests,such as PSM-DID.②The construction of eco⁃logical civilization pilot demonstration zones mainly realized the promotion of green development welfare through the three pathways mentioned in their policy planning,namely,the development of green science and technology,the adjustment of industrial structure,and the optimization of spatial pattern.③The policy’s effects exhibited regional heterogeneity,prooving significant in large-scale cities and eastern and central regions.④There was a spatial proximity effect in the pilot policy of ecological civilization,which played a signifi⁃cant role in promoting the improvement of green development welfare in the local and adjacent areas.In view of the above conclusions,this article puts f
