基层治理主体间关系研究综述:现状、局限及展望

摘　　要：无论何种治理理论都遵循和共享两个核心要义,即参与主体多元化和主体间关系复杂化。其中,主体间关系是治理研究中的“大问题”。而基层是国家治理的基石,因此治理主体间关系研究应从基层切入。按照宏观与微观、主体与关系的两维递进式综述研究进路,从基层治理中的国家社会关系类型、演变、特征,治理主体类型、结构、角色功能,党政、党社、政社等主体间关系及其影响因素、实践困境等方面系统检视当前研究现状,可以发现:在研究内容上,已有研究围绕治理主体的考察多于主体间关系的考察,且往往聚焦特定的治理主体,研究趋于碎片化;在研究视角上,已有研究既有宏观考察视角,也有多重维度的微观考察视角,但存在本土化视角遮蔽、中观视角不突出的局限;在研究方法上,从研究方法看,已有研究以理论思辨和质性研究为主,也还存在诸多局限。基于多维度的考察综合,我们可以搭建起基层治理主体间关系研究内容框架,找准未来研究的侧重点和发展方向。No matter what kind of governance theory follows and shares two core essentials,that is,the diversity of participants and the complexity of inter-subject relations.To improve governance efficiency and realize good governance,it is necessary to coordinate the relationship between subjects,and"relationship"has become a"big problem"in governance research."Grassroots level"is the cornerstone of national governance,and the"relationship"among governance subjects should be studied from"grassroots level".By constructing a two-dimensional progressive review research approach of macro and micro,subject and relationship,the current research status is systematically reviewed from the aspects of the type,evolution and characteristics of state and social relations in grassroots governance,the type,structure,role and function of governance subjects,the relationship between the party and the government,the party and the community,the influencing factors,and the practical dilemma.The review is conducted from three dimensions of research content,perspective and method,and the framework of research content on the relationship between grassroots governance subjects is built,indicating the future research focus and development direction.
