县域乡村振兴的内在逻辑、实践张力与路径选择

摘　　要：不同于既往以村庄为乡村振兴实施单元的传统模式,以县域为基本单元推进乡村振兴具有加快县域城乡融合、促进县域共同富裕与完善县域治理体系的内在逻辑。囿于国家介入有限与基层行为偏差、城市发展偏向与乡土卷入风险、工商资本嵌入与公共利益缺失等实践张力,县域乡村振兴面临着多重阻力。应通过规划引导、机制转型、治理重塑与要素支撑等途径,完善县域乡村振兴规划,构建新型城乡关系,打造城乡治理共同体,增强县域内生动力,以全面推进县域乡村振兴,促进城乡融合发展,实现城乡共同富裕与农村农业现代化。Different from the traditional model in which the village is the implementation unit of rural revitalization,promoting rural revitalization with the county as the basic unit has the internal logic of accelerating the integration of urban and rural areas in the county,achieving the common prosperity of the county and improving the county governance system.Due to practice tension such as limited state intervention and primarylevel behavioral deviations,urban development bias and rural involvement risks,industrial and commercial capital embedding and lack of public interests,county-level rural revitalization is facing many obstacles.Via planning guidance,mechanism transformation,governance reshaping,and factor support,we should improve county-level rural revitalization planning,establish a new urban-rural relationship,build an urban-rural governance community,and enhance county-level endogenous power,to comprehensively promote the revitalization of county-level villages,promote the integrated development of urban and rural areas,and realize the common prosperity of urban and rural areas and the modernization of rural agriculture.
