风险共同体视阈下突发公共卫生事件治理路径研究

摘　　要：突发公共卫生事件的不断发生,给公众的生命健康乃至国家安全带来了重大风险,也是对国家治理能力和治理体系的重大考验。文章基于风险共同体视角,探讨了突发公共卫生事件的基本形态,凝练了其呈现的三个鲜明特征:治理范畴扩大化、行为主体多元化、卫生治理安全化,总结了突发公共卫生事件的治理模式。并从构建公共卫生应急管理体系、推进公共卫生合作治理、健全公共卫生科研攻关体系、提升公共卫生的公共产品供给能力四个方面,提出风险共同体视阈下突发公共卫生事件治理路径。为科学精准防范应对突发公共卫生事件的风险挑战、维护国家安全与社会稳定提供坚实保障。The continuous occurrence of public health emergencies poses a major risk to the public lives and health and even national security,which is also a major test of the country’s governance ca-pacity and system.Based on the perspective of risk community,this paper discusses the basic forms of public health emergencies,summarizes their three distinct characteristics:expansion of governance scope,diversification of subjects,together with safety of health governance,and summarizes their gov-ernance model.In the view of risk community,ways to manage these emergencies are proposed from such four aspects as building the public health emergency management system,promoting public health cooperative governance,perfecting public health scientific research system,and improving the supply capacity of public health goods.It will provide a solid guarantee for scientifically and accurate-ly preventing and responding to risks and challenges of public health emergencies as well as safe-guarding national security and social stability.
