摘 要:随着全球化的深入发展,国际劳工流动问题凸显。其中,以海湾国家为最。外籍劳工流入已经成为海湾国家现代化建设中不可忽略的一环,对其产生重要影响。在经济方面,拉动了经济发展,但也加重了财政负担;在社会方面,冲击了本土就业市场;在文化方面,对传统文化造成一定影响;在生态方面,造成生态资源紧张,引发城乡生态环境重塑。实践中,海湾国家外籍劳工治理碎片化的问题比较突出,表现为国家治理政策碎片化、政府部门职能碎片化和社会组织协作碎片化。基于此,提出优化策略:(一)促进国家政策整体性和一贯性;(二)实现政府部门整合式和一体性;(三)增强社会协作规范化和一致性。With the deepening of globalization,the problem of international labor mobility has become prominent,especially in Gulf States.The inflow of foreign labors has become an integral part of the modernization of Gulf countries and has had an important impact on them.Economically,it has stimulated the economic development,but also increased the financial burden;socially,it has impacted the local employment market;culturally,it has caused certain impact on traditional culture;ecologically,it has caused ecological resource shortage,and triggered the reshaping of urban and rural ecological environment.In practice,the problem of fragmentation governance of foreign labors in the Gulf is relatively prominent,which manifests itself in the fragmentation of national governance policies,government functions and collaboration among social organizations.Based on this,optimization strategies are proposed:(1)promoting the integrity and consistency of national policies;(2)Realizing the integration and unity of government departments;(3)enhancing the standardization and consistency of social collaboration.
