乡镇社工站建设中的领导注意力分析

摘　　要：注意力是一种稀缺资源,社会组织的发展与领导注意力密切相关。乡镇社工站作为一种在乡村振兴实践中广受关注的农村基层社会服务组织,正在吸引基层政府的注意力并在各地渐次兴起。本文以雨露机构的社工站建设为案例,从纵向发展历程和横向发展类型两个维度剖析乡镇社工站建设中的领导注意力现象。从纵向发展历程看,对应领导注意力经历个体重视、群体推动和制度建设三个阶段,乡镇社工站亦走过零星出现、逐渐扩散到规范发展三段历程;从横向发展类型看,依据注意力主要来源于上级主管机关民政部门还是上级政府部门的不同,乡镇社工站的领导注意力可分为以块为主的紧密型、以条为主的疏离型以及条块结合的联动型三种类型。研究显示,唯有实现持续的制度性注意力吸引和条块结合的注意力联动,乡镇社工站方可获得持续稳定发展。为此必须内外同时发力,一方面必须提高相关领导对社工站建设的认知,另一方面社工行业务必在乡镇社工站建设事业中做出实效。Attention is a scarce resource,and the development of social organizations is closely related to leadership attention.As a grass-roots social service organization that has attracted widespread attention in the practice of rural revitalization,the social work service stations in rural areas are gradually emerging and gaining the attention of grassroots governments.Taking Yulu Social Work Service Center as an example,this paper analyzes the leadership attention in the context of the development of social work service stations in rural areas from two different dimensions,the longitudinal development dimension and the horizontal development types.From the longitudinal development dimension,the analysis shows that leadership attention has gone through three stages:individual attention,group collaboration and institutional construction.Accordingly,the social work service station in rural areas has also gone through three stages:sporadic appearance,gradual diffusion,and standardized development.From the horizontal development dimension,depending on whether the attention mainly comes from the superior supervising authority of the civil affairs department or the superior government department,leadership attention of social work service stations in rural areas can be divided into three categories:closeness,alienation and interrelation.The finding of the study shows that social work service station in rural areas can achieve sustainable development only if the simultaneous attraction of institutional leader attention and the interrelation type of leader attention has been applied.For this purpose,improvements should be conducted in both the government department and the social work service station.On the one hand,it is necessary to improve the relevant leaders’cognition of the construction of the social work service stations.On the other hand,the work of social work industry must be effective in the construction of social work service stations in rural areas.
