摘　　要：针对民政信息化建设中普遍存在的硬件需统筹规划、数据需形成全局统一治理体系、应用需形成全局顶层视图和系统之间技术孤岛严重等问题,以江夏智慧民政建设为例,探讨了智慧民政信息化基础平台在基础设施、标准规范、数据资源和平台系统4个方面的建设方案。结合民政发展基本民生保障、基层社会治理、基本社会服务和民政治理能力现代化建设等方面的业务需求,秉承信息化建设“业务融合”、“协同共享”的理念,实现了对智慧民政信息化资源的统一管理和对外服务。In view of the common problems in the civil informatization construction,such as the need for integrated planning of hardware,the need to form a unified governance system for data,the need to form a global top-level view of applications and the seriousness of technical silos between systems,taking the Jiangxia’s smart civil informatization construction for example,we discussed the construction plan of smart civil in-formatization infrastructure platform in four aspects,such as infrastructure,standard specification,data resource and platform system.Combining the business needs of civil affairs development in terms of basic livelihood protection,grassroots social governance,basic social services and modernization of civil affairs governance capacity,adhering to the concept of“business integration”and“collaboration and sharing”in the infor-matization construction,we realized the unified management and external service of smart civil informatization resources.
