摘　　要：将流域作为空间治理单元统筹自然、经济和社会资源,是生态文明时代下促进生态高敏感地区城镇化和工业化的重要实践。解析“流域治理单元”概念并梳理相关研究,提出基于流域治理单元的“定功能—定空间—定路径”的国土空间格局构建思路,并以宜昌市为例,提出以江河为脉络、从流域功能平衡的角度确定主体功能,以水资源为核心引导城镇化,以及利用政策机制与服务配套推动要素配置优化的规划策略,从而实现“资源永续利用、城市持续发展”。It is an important approach to take watershed as the space governance unit to integrate natural,economic,and social resources,which promotes urbanization and industrialization in ecologically sensitive areas.The concept of watershed governance unit and its relevant researches are presented,and then the idea of territorial space pattern construction based on watershed governance unit,namely,defining function,space and path is put forward.With Yichang city as an example,defining major functions from the perspective of watershed function balance,using water resource as the core to guide urbanization,promoting elements configuration with policy and services are proposed,so as to realize eternal utilization of resources and sustainable development of cities.
