摘　　要：本文从海关践行总体国家安全观的主要意义出发,梳理海关风险管理的理论逻辑和历史进程,选取美国、澳大利亚、荷兰、新加坡典型国家海关,对比风险管理监管理念、监管方式和监管依据等内涵特征,分析AEO、情报分析、联合防控、高新技术创新应用等防范风险举措的异同。为有效防范重大、系统性业务风险,全面履行风险管理职责,更好统筹发展和安全,结合我国海关工作实际,提出坚持把防范化解重大风险摆在突出位置、完善风险管理执法评估机制、强化科技创新应用、探索建立情报体系网络、加强风险管理法治保障和人才队伍建设、扩大风险管理国际合作朋友圈等建议。Starting from the main significance of practicing a holistic approach to national security by customs,this article combs the theoretical logic and historical process of customs risk management,selects typical customs in the United States,Australia,Netherlands,and Singapore,compares the connotation and characteristics of risk management supervision concepts,methods,and bases,and analyzes the similarities and differences of risk prevention measures such as AEO,intelligence analysis,joint prevention and control,and high-tech innovation and application.In order to effectively prevent major and systematic business risks,fully fulfill risk management responsibilities,and better coordinate development and security,combined with the actual work of China’s customs,it is proposed to adhere to the prominent position of preventing and resolving major risks,improve risk management law enforcement and evaluation mechanisms,strengthen scientific and technological innovation applications,explore the establishment of an intelligence system network,strengthen risk management legal protection,and talent team construction,expanding the international cooperation circle of risk management and other inspirations.
