基于扩展PMC指数模型的区域科技创新政策评估研究——以河北省国家级高新区为例

摘　　要：该文以河北省5个国家级高新区为案例地,采用扩展PMC指数模型将单一政策扩展到政策群,并将计算结果与具体政策内容结合分析,开展区域科技创新政策评估研究。研究发现河北省5个国家级高新区在科技创新政策制定上存在显著的区域不均衡和主题不均衡,主要表现在:石家庄高新区科技创新政策力度明显较高,尤其是针对平台、人才、高技术企业等重要创新资源的政策制定力度远高于其他高新区;在政策主题方面,5个高新区在创新成果产出和开放创新方面的政策相对较弱。根据研究结果提出河北省国家级高新区应重视创新成果产出和开放创新方面的政策制定,唐山、保定、承德、燕郊高新区还应同时重视平台、人才、高技术企业等方面的政策制定。In order to evaluate the science and technology innovation policies of five national high-tech zones in Hebei Province,the application scope of PMC index model was extended from a single policy to a policy group.The joint analysis of calculation results and policy contents was applied in the research.It is found that there are significant regional and thematic imbalances in the formulation of science and technology innovation policies for these five national high-tech zones in Hebei Province.Specifically,Shijiazhuang Hi-tech Industrial Development Zone has significantly higher level of science and technology innovation policy strength,especially for important innovation resources such as platforms,talents,and high-tech enterprises.In terms of policy themes,the five national high-tech zones have relatively weak policies on innovation output and open innovation.Based on the above research results,the corresponding policy formulation suggestions are put forward.
