摘　　要：构建“双循环”新发展格局是中国把握未来主动权的战略性布局。党的二十大报告就“加快构建新发展格局,着力推动高质量发展”作出了重要部署。海外中国学对“双循环”新发展格局的主要认知与判断,关乎中国与世界更高水平经济合作的开拓。其中,多数研究较为客观中立,能够正确解读中国构建新发展格局的主要意涵。海外中国学认为,追求民族复兴、维护国家安全,是中国加快构建新发展格局的主要原因,而“双循环”新发展格局的实现逻辑与潜在影响则是研究重点。中国经济发展应谨慎应对海外认知及反馈的偏差和谬误,有效“自塑”“他塑”“合塑”积极正面的国家形象,提升“双循环”新发展格局的国际影响力,为新时代中国与世界的经济良性互动创造有利条件。Fostering a new development pattern of“dual circulation”is a strategic plan for China based on the present and with a long-term perspective,an inevitable requirement for China to apply a new development philosophy in the new development stage,and an inevitable choice for China to build new advantages in international cooperation and competition under the profound changes unseen in a century.Related to a systemic and profound change that can affect the whole situation,a new development pattern of“dual circulation”has attracted a great deal of attention at home and abroad,as first proposed.A large number of relevant studies have emerged,which have relatively fully explained the theoretical connotations and practical paths of a new development pattern of“dual circulation”,but few attention has been paid to the cognition and judgments of overseas China studies on it.This paper focuses on the views of non-Chinese scholars in the US and Europe on a new development pattern of“dual circulation”,examines the cognition and judgments of overseas China studies on it,and provides an analysis and response.At the content level,overseas China studies generally focus on the basic nature,realization path,potential impacts and strategic prospects of a new development pattern of“dual circulation”.At the motivation level,overseas China studies mainly attribute China’s accelerated construction of a new development pattern of“dual circulation”to the need to cope with the increasingly complex and severe international situation and to pursue national rejuvenation.In general,overseas China studies’cognition of a new development pattern of“dual circulation”is basically objective and neutral,but there are still a few misunderstandings and fallacies.In this regard,China should not only speed up the construction of a discourse system that integrates China and the rest of the world,but also make good use of the power of the“other”to spread the voice of China,to effectively shape a positive national image,whi
