摘 要:基于营商环境优化语境,运用企业生命周期理论,考量企业用地制度。结果显示,经由企业入驻、扩张、缩减与退出的企业生命周期阶段,土地供应和出让方式适应性不足,企业用地审批程序冗余,土地收储主体与机制单一,土地回收效率不高,退地激励与退地净地机制有待完善。鉴于此,应结合企业生命周期阶段、企业行业属性和土地需求差异,立足于降成本、促平等、增效率的目标,围绕创新土地出让方式、保障中小企业用地制度倾斜供给、提升用地审批与土地收放效率等方面,切实提高企业土地要素保障水平。Based on the enterprise life cycle theory,theoretical analysis and literature analysis are applied to consider the current situation and inherent problems of the implementation of the enterprise land use system based on the institutional practices and cases guided by China’s enterprise land use policies and business environment policies in recent years.The results show that,through the enterprise life cycle stages of entry,expansion,reduction and exit,the land supply and transfer methods are not sufficiently adaptable,the approval procedures for enterprise land are redundant,the main body and mechanism of land storage are simplistic,the land recovery efficiency is not high,and the incentive and net land withdrawal mechanisms are lacking.In view of this,we should combine the life cycle stage of enterprises,enterprise industry attributes and land demand differences,based on the goal of reducing costs,promoting equality and increasing efficiency,focus on innovative land transfer methods,guaranteeing the supply of land system inclination for small and medium-sized enterprises,optimizing land approval and land collection and release efficiency,etc.,to effectively improve the level of enterprise land factor security.
