摘　　要：为深入贯彻习近平生态文明思想,响应国家政策,建立健全包装管理制度,助力绿色发展。围绕包装管理的关键问题,建立目标体系、组织体系、流程体系、监督体系四个体系,明确包装管理责、权、利,实现一体化业务流程管理,构建包装管理体系,解决包装“谁来管”,“管什么”,“怎么管”的问题,加快推进包装绿色转型。Focusing on key issues,this research establishes four systems,namely,target system,organization system,process system and supervision system,clarifies the responsibilities,rights and interests of packaging management,realizes integrated business process management,builds a packaging management system,solves the problems of“who manages”,“what manages”and“how to manage”of packaging,and speeds up the green transformation of packaging.
