摘  要:科学测度全要素生产率,对于引导企业健康成长和经济高质量发展具有重要意义。基于主动性决策理论,运用势分析方法,将势效系数引入Cobb-Douglas生产函数,导出全要素生产率测度模型及分析框架,即全要素生产率等于单要素生产率的加权几何平均数;在此框架下,对河北省2018—2022年连续在册的517家科技型中小企业进行了实证分析。研究结果发现,无论是从河北省科技型中小企业总体概况还是基于地区分布、行业分布,全要素生产率普遍呈现增长趋势,而资本产出率增速较低是限制企业全要素生产率增长的重要原因。提高经济发展质量,关键是要提高全要素生产率,编制全要素生产率指数,建立京津冀数字技术协同创新共同体,依法规范资本行为等。Measuring total factor productivity scientifically is of great significance for guiding the healthy growth of enterprises and high-quality economic development.Based on the theory of active decision-making,using the potential analysis method,this paper introduces the potential effect coefficient into the Cobb-Douglas production function,and derives the measurement model and analysis framework of total factor productivity,that is,the total factor productivity is equal to the weighted geometric average of single factor productivity;Under this framework,this paper makes an empirical analysis of 517 small and medium sci-tech enterprises continuously registered in Hebei Province from 2018 to 2022.The results show that the total factor productivity of small and medium sci-tech enterprises in Hebei Province generally shows an increasing trend,regardless of the overall situation or based on regional distribution and industry distribution,and the low growth rate of capital output rate is an important reason to limit the growth of total factor productivity of enterprises.The key to improve the quality of economic development is to improve the total factor productivity,including compiling the total factor productivity index,establishing the Beijing-Tianjin-Hebei digital technology collaborative innovation community,standardizing capital behavior according to law,and so on.
