农民工市民化进程中社会保障制度困境及优化研究--基于整体性治理视域

摘　　要：农民工市民化是社会经济发展的必然趋势,是解决农民工问题的根本途径。农民工享有社会保障是其市民化的关键,然而,农民工社会保障存在着法规不完善、制度碎片化、项目不健全和供给模式单一等制度困境,以整体性治理理论为指导,系统地分析农民工社会保障的制度困境,完善农民工社会保障的政府治理体系和支撑制度,优化农民工社会保障的制度环境,创新农民工社会保障制度,维护农民工社会保障权益,促进农民工市民化。The citizenization of migrant workers is the inevitable trend of social and economic development and the fundamental way to solve the problem of migrant workers.Migrant workers enjoy social security is the key to their citizenization.However,there are some institutional difficulties in migrant workers'social security,such as imperfect laws and regulations,fragmented system,imperfect projects,and single supply mode.Guided by the holistic governance theory,this paper systematically analyzes the institutional dilemmas of social security of migrant workers,and improves the government governance system and supporting system of social security of migrant workers.We should optimize the institutional environment of social security for migrant workers,innovate the social security system for migrant workers,safeguard their social security rights and interests,and promote the citizenization of migrant workers.
