基于“20规则”下的OSV船员管理问题探析

摘　　要：《中华人民共和国海船船员适任考试和发证规则》(以下简称“20规则”)及其实施办法生效以来,对OSV船舶船员的换证限制、资历认定及对OSV船舶安全运营等产生了重大影响。通过整理前期研究和研讨会议材料,广泛征求意见,从OSV船舶的实际情况和海事行业船员管理实践出发,形成OSV船舶船员按运输船舶船员管理的技术依据及对策建议,以解决当前OSV船舶行业面临的船员管理问题,为海事主管机关和OSV行业进一步解决船员证书受限等问题提供重要参考。Since the Rules of the People’s Republic of China on the Competency Examination and Certification for Oceangoing Seafarers(hereinafter referred to as the 20 Rules)and the relevant implementation measures entered into force,the provisions have had great influence on the certificate renewal of offshore supply vessel(OSV)seafarers,the experience determination and the safe operation of supply vessels.Based on a review of previous research and seminars as well as comments collected at a wide range,the paper proceeds from the actual situation of OSVs and seafarer management practice of the maritime sector,and works out the technical basis and countermeasures for managing OSV seafarers as seafarers for transportation ships,so as to solve the problems faced by the OSV industry in seafarer management and provide reference for the maritime administration and OSV industry in further addressing the issues including the restrictions with seafarer certificates.
