长庆油田CCER项目开发探索与思考

摘　　要：随着“双碳”政策的逐步落地以及全国碳交易市场的不断完善,自愿减排市场获得广泛关注,我国国家核证自愿减排量(CCER)有望在再次重启。长庆油田将新能源定为三大主营业务之一,大力推进节能降耗,加快实施清洁能源替代,稳步推进林业碳汇及战略储备新兴业务。通过结合新能源项目建设进展,探索了长庆油田CCER项目开发的方向和可行性,梳理出CCER开发路径,对项目开发流程中的关键环节包括项目识别、项目设计、项目实施监测报告等进行了分析,为今后长庆油田开展自愿减排项目提供了借鉴。With the gradual implementation of the“dual carbon”policy and the continuous im-provement of the national carbon trading market,the voluntary emission reduction market has gained widespread attention,and Chinese Certified Emission Reduction(CCER)are expected to restart.Changqing oilfield regards new energy as one of the three main businesses,vigorously promotes ener-gy conservation and consumption reduction,accelerates the implementation of clean energy substitu-tion,steadily advances forestry carbon sink,and strategically reserves emerging businesses.Based on the construction of new energy projects,the direction and feasibility of CCER project development in Changqing oilfield are explored,and the path of CCER development is sorted out.The key links of project development process,which includes project identification,project design,monitoring plan of project implementation and so on,are analyzed to provide reference for future emission reduction projects in Changqing oilfield.
