摘　　要：基于智慧图书馆发展的背景,文章从高校图书馆文献信息资源高质量发展的视角,提出资源建设规划应以双轨制发展、注重纸电融合为导向,探讨资源内涵建设应包括知识精度、获取度、开发度等资源属性,并对开展契合需求、支持应用场景、技术赋能、主题特色、知识资源组织体系等建设路径进行阐述,以期建设满足高等教育发展新阶段需求的高质量文献信息资源保障体系的目标。Based on the background of the development of smart library and from the perspective of the high-quality development of literature and information resources in university libraries,the article proposes that the planning of literature and information resources construction should be guided by dual-track development,focusing on linking and integration,discusses that the construction of resource connotation should include resource attributes such as knowledge accuracy,acquisition degree,development degree,and expounds the construction path of literature and information resources that meeting the needs,supporting application scenarios,technical empowerment,theme characteristics and knowledge resource organization system,with a view to build a high-quality literature and information resources security system to meet the needs of the new stage of the development of higher education.
