基于PMC指数模型的数字政府建设政策量化评价与优化

摘　　要：数字政府建设政策对推动政府数字化转型具有导向性意义。以我国十项有效的数字政府建设政策为评价对象,运用PMC指数模型进行不同政策一级变量指标的横向对比及单项政策不同一级变量指标之间的纵向对比。结果表明,在十项政策样本中有一项政策等级为A级引领型,六项政策为B级优质型,三项政策为C级特色型;各项数字政府建设政策的全局安排较为合理,但在政策性质、政策时效、政策效力级别和政策保障方面仍存在优化空间。The digital government construction policy has guiding significance in promoting the digital transformation of the government.The article takes ten effective digital government construction policies in China as the evaluation object,and uses the PMC index model horizontally compare the primary variable indicators of different policies and vertically compare the different primary variable indicators of individual policies.The results indicate that among the 10 policy samples,one policy level is A-level leading type,six are B-level high-quality type,and three are C-level characteristic type.The overall arrangement of various digital government construction policies is relatively reasonable,but there is still room for optimization in terms of policy nature,policy timeliness,policy effectiveness level,and policy guarantee.
