城市化质量提升视角下的土地财政与城市产业发展

摘　　要：土地财政与城市不同产业之间关系的差异,都有可能对城市化质量产生不同影响。利用2009—2020年全国100个重点城市面板数据,分别研究了城市化进程中土地财政与城市工业、服务业,以及服务业中的房地产业的关系。研究结果表明:目前我国的土地财政通过低价出让工业用地对城市工业有推动作用,而对服务业的发展并不存在相同的促进作用;土地财政通过出让住宅类用地对房地产业的发展有促进作用。土地财政通过促进工业、房地产业的发展提高了城市化的综合水平,但也给城市化质量提升带来一定负面影响。因此,未来应促进工业用地市场化配置,提高工业用地产出效益;推进房地产业健康发展;降低地方政府对土地财政的依赖,推动土地财政转型。The difference in the relationship between land finance and different industries in cities may have different impacts on the quality of urbanization.Using the panel data of 100 key cities in China from 2009 to 2020,this paper studies the relationship between land finance and urban industry,service industry,and real estate indus⁃try in service industry in the process of urbanization.The results show that:at present,China’s land finance can promote urban industry by transferring industrial land at a low price,but it does not promote the development of the service industry in the same way;Land finance promotes the development of real estate industry by transferring residential land.Land finance improves the comprehensive level of urbanization by promoting the development of industry and real estate industry,but also brings some negative impact on the improvement of urbanization quality.Therefore,in the future,we should promote the market-oriented allocation of industrial land and improve the out⁃put efficiency of industrial land;promote the healthy development of the real estate industry;reduce the depen⁃dence of local governments on land finance and promote the transformation of land finance.
