高质量发展目标下农村生态资源价值化困境及进路研究

摘　　要：农村生态资源价值化是农业农村高质量发展的必然选择,有利于生产高品质的农业产品,推进高质量的乡村服务,实现高效率的农业农村经营目标和建立高标准的农业农村制度体系。当前农村生态资源价值化面临转化理念匮乏、转化基础薄弱、转化标的物不清晰、转化动力不足和转化增值较难等困境。基于此,依据高质量发展理念,提出农村生态资源价值化的目标,并从培养绿色发展意识、协调经济发展与自然保护、加快生态资源产权改革、完善生态激励约束制度、创新产业科技和乡村文化等方面提出加快农村生态资源价值化的对策建议。The capitalization of rural ecological resources is an inevitable choice for the high-quality development of agriculture and rural areas,which is conducive to producing high-quality agricultural products,promoting high-quality rural services,achiev⁃ing efficient agricultural and rural management goals,and establishing a high standard agricultural and rural institutional system.The current transformation of capitalizing rural ecological resources is facing difficulties such as a lack of transformation concepts,weak transformation foundations,unclear transformation targets,insufficient transformation motivation,and difficulty in value-add⁃ed transformation.Thus,based on the concept of high-quality development,the goal of capitalizing rural ecological resources is pro⁃posed,and countermeasures and suggestions are proposed to accelerate the capitalizing rural ecological resources from aspects such as cultivating green development awareness,coordinating economic development and natural protection,accelerating the re⁃form of ecological resource property rights,improving ecological incentive and constraint systems,innovating industrial technology,and rural culture.
