摘　　要：乡村数字化转型逐渐催生了乡村治理的新形态,这使得原本深嵌于传统治理中的结构与过程从中脱嵌出来。从复杂适应系统理论出发,技术嵌入与乡土性的对立、政府组织的独角戏、传统乡情和文化的相斥与数字生态的整体不适,使得乡村治理情境与数字化转型愿景相割裂,带来了乡村数字“隐秩序”与治理悬浮。乡村数字治理迫切需要在地性的内生力,从“技术”到“生态”的系统建构,能有效推动形成“技术-组织-文化-生态”层面的制度联结,实现乡村治理与数字转型的关系再嵌与实践联合,进而为作为复杂适应系统的乡村数字治理提供生态性支持以及可持续的承诺。Rural digital transformation has gradually brought a new form of rural governance,which makes the structure and process originally embedded in traditional governance dis-embedded by digital technology.Basing on the theory of complex adaptive system(CAS),constrained by the opposition between technology embedding and rurality,the one-man show of government organizations,the repulsion between traditional rural culture and digital culture,and the incompatibility with the integrity of digital ecology,the reality of rural governance is separated from the vision of digital transformation,and the rural digital“hidden order”and governance suspension are brought.Rural digital governance urgently needs to cultivate local endogenous strength.The system construction from“technology”to“ecology”can effectively promote the institutional connection on the level of“technology-organization-culture-ecology”,and realize the integration and practice of the relationship between rural governance and digital transformation,and finally provide ecological support and sustainable commitment for rural digital governance as a complex adaptive system.
