摘　　要：当前乡村社会治理面临着服务碎片化和社群空心化的双重困境,乡村既缺乏成熟专业并在本地扎根的社会服务提供者,也缺乏积极参与且自信坚定的服务使用者。本研究基于生活政治视角,整合赋权和合作生产的概念,探讨同处于弱势状态的社会组织和乡村女性共同成长的过程和机制。研究发现,通过信任构建、信心营造、认同建构、对话民主、能动式权力等过程,乡村弱势女性与草根社会组织之间形成了互利共生的双向赋权机制,既满足了乡村当下迫切的社会需求,也提升了自身作为行动者塑造乡村社会的能力。双向赋权机制揭示了乡村社会治理和服务提供“内外共生”的可能路径,有助于缓解新时代乡村日益增长的服务需求与经济新常态及后疫情条件下政府财政能力下降之间的矛盾。The fragmentation of social services and the hollowing out of the community are major challenges to rural social governance.In the countryside,there are few established,professional and locally based social service providers,and few engaged and confident service users.Based on the perspective of life politics proposed by Anthony Giddens,this study adopts the concepts of empowerment and co-production to explore the process and mechanism of growth mutually between grassroots social organizations and disadvantaged rural women.It finds that through the processes of establishing trust,and building confidence,self-identity,dialogic democracy,and generative power,a two-way empowerment mechanism has been formed between disadvantaged rural women and grassroots social organizations.These organizations not only meet the urgent human needs of vulnerable group in the countryside,but also improve their ability to shape rural community as agents of change.The discovery of two-way empowerment provides a possible path for the“internal and external symbiosis”of rural social governance and provision of services.It is hoped that this will alleviate the contradiction in rural areas in the new era between the growing needs and the decline in government financial capacity for social services under the new normal post-epidemic conditions of economic development.
