我国低收入群体获得感的提升机制——基于社会质量视角的分析

摘　　要：让低收入群体拥有更多获得感是扎实推进全体人民共同富裕新征程中的重要时代命题。基于社会质量理论,探讨中国社会质量建设对低收入群体获得感建构机制问题是十分重要且必要的。研究发现:高质量的社会建设是低收入群体获得感的重要来源。在经济社会保障维度,医疗、养老、住房等服务保障对低收入群体获得感均起着显著的促进作用;从社会凝聚和社会包容两个维度看,社会交往互动、社会道德规范和社会宽容度的提升能够较大幅度地增进低收入群体获得感,而社会歧视尤其是家庭背景歧视则严重损害了低收入群体的获得体验;社会赋权维度中,平等发展机会对低收入群体获得感的促进作用表现得尤为突出。因此,在加快建构平衡充分的社会保障体系的同时,强化基本社会规范,不仅要重视分配结果的公平,还要保证获得过程的机会平等,使低收入群体充分体验到通过努力拼搏可以实现自身的向上社会流动,从而促进其获得感的不断提升。It is an important issue to help low-income groups have more sense of fulfllment in forging common prosperity for all.It is very important and necessary to study the impact of social quality on the mechanism for enhancing the sense of fulfillment among low-income groups in China from the perspective of social quality theory.Research findings show that high quality social construction is an important source of sense of fulfllment for low-income groups.In terms of the social and economic security dimension,medical care,pension security,housing guarantee and other public services have a significant effect on promoting the low-income people's sense of fulfillment.In the dimension of social cohesion and social inclusion,the improvement of social interaction,social ethics,and social tolerance can significantly enhance the sense of fulfillment for low-income groups,but social discrimination,especially family background discrimination seriously damages their experience of social fulfllment.In the dimension of social empowerment,equality of opportunities has the strongest effect on promoting the low-income people's sense of fulfillment.The policy implication of the paper is that constructing a balanced and sufficient social security system,strengthening basic social norms,emphasizing distributive equity,and sharing equal opportunities,can help low-income people to achieve upward social mobility through hard work and enhance their sense of fulfillment.
