竞合型PPP区域打包:县域生态环境治理的模式创新

摘　　要：公私合作模式(PPP)在县域生态环境治理中发挥着重要作用,但在县域生态环境治理中面临诸多法律法规不完善、监管机制不健全、治理主体制约困难、合作主体风险意识较弱、合作主体关系不清等问题。通过对安徽两县生态环境治理模式的对比研究发现,以项目适宜组合、良性竞合关系、统一标准管理、质效利多保障为特点的竞合型PPP区域打包模式是问题解决的有效路径。在该模式基础上,通过完善公私合作模式的法律法规,加强监督管理机制建设,构建合作主体的伙伴关系,形成项目实施主体的良性竞争,能够有效促进县域生态环境公私合作模式的体系优化,实现政府、企业与公民之间利益关系的良性互动。Public-private partnership(PPP)plays an important role in county ecological and environmental governance,and now faces many problems such as imperfect laws and regulations,imperfect supervision mechanisms,difficulties in governance,weak risk awareness of cooperation subjects,and unclear relationships between cooperation subjects.Through the comparative study of ecological environment governance modes of two counties in Anhui,it is found that the competitive PPP regional packaging mode characterized by"appropriate combination of projects","benign competition and cooperation relationship","unified standard management"and"quality,efficiency,benefit and more guarantee"is an effective way to solve the problem.On the basis of this model,by improving the laws and regulations of the public-private cooperation model,strengthening the construction of supervision and management mechanism,building the partnership of cooperation subjects,and forming healthy competition among project implementation subjects,the system optimization of the public-private cooperation model of county ecological environment can be effectively promoted,and the beneficial interaction between the government,enterprises and citizens can be realized.
