摘 要:赈运减免车价作为近代政府救灾的重要举措,在北京政府时期完成了从实践到立法的跃升,并在1920年代的救灾实践中不断完善,走向成熟。通过对赈运减免车价法规文本的分析,发现在其演变过程中法规结构更为清晰,规定更为细密,程序更为规范,但赈运减免车价的优惠力度渐趋收紧。北京政府时期,赈运减免车价法规的基本框架和内容得以确立,法规的施行推动了救灾物资与人员运输便利化,也在一定程度上促进了民国时期的救灾法制建设。但由于军阀混战的影响,法规规定与具体实践之间尚存在一定差距,其施行效果并不尽如人意。As an important measure of the modern government′s disaster relief,freight reduction and remission for disaster relief transportation has completed the leap from practice to legislation during the Beijing government period,and continued to improve and mature in the disaster relief practice in the 1920s.Through the analysis of the text of the regulations,it is found that in the process of its evolution,the structure of the regulations is clearer,the provisions are more detailed,and the procedures are more standardized,but the preferential treatment for freight reduction and remission for disaster relief transportation has gradually tightened.In the period of the Beijing government,the basic framework and content of the regulations on freight reduction and remission for disaster relief transportation were established,and the implementation of the regulations promoted the facilitation of the transportation of disaster relief materials and personnel,and promoted the legal construction of disaster relief during the Republic of China.However,due to the influence of warlords,there was a certain gap between the regulations and the concrete practice,and its implementation effect was not satisfactory.
