摘  要:针对目前军队计算机网络工程建设效能影响因素多、评价方法少的问题,论文提出了一种基于ANP-灰色聚类模型的军队计算机网络工程建设效能综合评价方法。遵循“准确性、完整性、层次性、独立性、可操作性”原则并结合计算机网络技术体制、工程建设实际内容,从“计算机网络能力效能”、“工程建设质量效能”、“工程建设时效性”以及“工程建设投资分析”四个维度构建了军队计算机网络工程建设效能评价指标体系,选择运用网络层次分析法求取指标权重,运用灰色聚类模型输出评价结果,并以X综合网为例对其建设效能进行了实证评价与分析,评价结果与传统的模糊综合评价法结果基本保持一致,验证了此评价模型的可靠性与有效性。Aiming at the problems of many influencing factors and few evaluation methods of military computer network engi⁃neering construction efficiency,this paper proposes a comprehensive evaluation method of military computer network engineering construction efficiency based on ANP and gray clustering model.Following the principle of"accuracy,integrity,hierarchy,inde⁃pendence and operability"and combining with the technical system of computer network and the actual content of project construc⁃tion,the evaluation index system of military computer network project construction efficiency is constructed from the four dimen⁃sions of"computer network capability efficiency","project construction quality efficiency","project construction timeliness"and"project construction investment analysis".The network analytic hierarchy process is selected to obtain the index weight,and the grey clustering model is used to output the evaluation results.Taking the X military integrated information network as an example,the evaluation results are basically consistent with the results of the traditional fuzzy comprehensive evaluation method,which verifies the reliability and effectiveness of this evaluation model.
