摘　　要：当前传统的立法后评估技术已经无法适应法律系统的反身性网络化运作。一方面,制度落地缺乏有力技术支持,评估主体、对象、程序面临多方限制和诘难。另一方面,传统技术认知制约了制度建构,评估工作面临方式选择困难、信息获取困难和结果应用困难。为激活立法后评估实施效能,有必要引入区块链技术,为制度实施提供技术支持,激发制度建构的想象力,以回应法律系统的自主性要求。在构筑方式上,宜将评估工作划分为“预评估—正式评估—应用”三大阶段,保障立法后评估运作的循环性与递归性。同时搭建三类联盟链,以提升评估过程中的信息信度、参与广度与评估效度。The current traditional post-legislative evaluation technology has been unable to adapt to the reflexive net⁃worked operation of the legal system.On the one hand,the system implementation lacks strong technical support.As⁃sessment subjects,objects and procedures face multiple restrictions and cross-examination;on the other hand,tradi⁃tional technical cognition restricts the system construction.The assessment work faces difficulties in the choice of methods,access to information and applicability of results.In order to activate the effectiveness of post-legislative evaluation implementation,it is necessary to introduce blockchain technology to provide technical support for system implementation and activate the imagination of system construction to respond to the requirement of autonomy of legal system.In terms of construction method,it is appropriate to divide the evaluation work into three major stages:"pre-evaluation-formal evaluation-application",so as to clarify the circularity and recursiveness of post-legislative evalu⁃ation operation.At the same time,three types of alliance chains should be built to enhance the credibility of informa⁃tion,the breadth of participation and the effectiveness of evaluation in the assessment process.
