摘　　要：本文对国内长期缺乏面向南海海域低成本、民用气象导航和航运辅助决策服务问题进行了研究,分析了影响南海气象导航的主要影响因素,介绍了航运辅助决策的概念及发展趋势。在国内现有轻量化预报技术、北斗天通卫星通信技术等基础上,探索并设计了由岸基平台支持服务端、船载平台服务端、南海气象导航网页服务端、岸基保障团队资源服务端组成的南海民用气象导航与航运辅助决策服务体系,以期为南海海域从事新型海洋经济活动的民营企业和个体经营者提供航行安全保障和运输决策建议等服务。This paper studies the lack of low-cost,civil meteorological navigation and shipping-assisted decision-making services facing the South China Sea,analyzes the main influencing factors of the South China Sea meteorological navigation,and introduces the concept and development trend of shipping-assisted decision-making.On the basis of the existing domestic lightweight forecasting technology and Beidou Tiantong satellite communication technology in China,a South China Sea civil meteorological navigation and shipping-assisted decision-making service system has been explored and designed,consisting of shore based platform support server,shipborne platform server,South China Sea meteorological navigation webpage server,and shore based support team resource server,so as to provide navigation safety guarantees and transportation decision-making suggestions for private enterprises and self-employed operators engaged in new marine economic activities in the South China Sea.
