摘　　要：[目的/意义]专业的数据服务机构在开放数据创新应用领域的开拓、数据的社会经济价值提升、未来可持续发展探索方面,积累了丰富有益的经验。[方法/过程]文章全面考察了世界知名的开放数据服务机构:英国的开放数据研究所(ODI),调研其在开放数据领域的主要活动和贡献,从内部要素和外部联接两个方面剖析其对开放数据价值提升的具体作用。[结果/结论]内部要素为开放数据价值提升提供基础支撑,外部联接为开放数据价值提升提供持续动力;ODI凭借其独立性、协作性、服务性、创新性特征,从可信持续的独立力量、专业全面的指导培训、完善协同的全球网络和前瞻性强的挑战应对四个方面打造了开放数据提升路径。[Purpose/significance]Institutes specialized in data service have accumulated rich practical experience in innovative application of open data,thus serving as reference for the enhancement and sustainable development of open data's economic and social value.[Method/process]Through reviewing relevant major activities and contributions of Open Data Institute(ODI),this research takes the internal factors and external connections into consideration to analyze the specific role of ODI in enhancing the value of open data.[Result/conclusion]Internal factors provide the basic support for the improvement of the value of open data,and external connections provide a continuous driving force for the improvement of the value of open data.With its independence,collaboration,service and innovation characteristics,ODI has created an open data improvement path from four aspects:credible and continuous independent force,professional and comprehensive guidance and training,improving collaborative global network and forward-looking challenges.
