新时期农村特性转变下水利水电工程农村移民安置的思考

摘　　要：通过对农村人口结构、土地功能、劳动力迁移方式及城乡关系等新时期农村特性转变的分析,阐述不同时期传统农村移民安置模式面临的土地资源制约、移民就业和社会融合等问题,提出了新形势下提高土地补偿标准和补偿范围、创建科学高效移民就业机制、提升农村移民社会融合环境、整合产业新业态融合发展等具体举措。Through the analysis of rural population structure,land function,labor migration mode and urban-rural relationship in the new era,this paper expounds the problems of land resource constraints,migrant employment and social integration faced by the traditional rural resettlement mode in different periods.Under the new situation,specific measures were proposed,such as improving the standard and scope of land compensation,creating a scientific and efficient employment mechanism for immigrants,improving the social integration environment for rural immigrants,and integrating the development of new industrial formats.
