摘　　要：标准频率和时间信号业务是国际电信联盟规定的无线电通信科学服务业务之一,受到《无线电规则》的管控和指导,以避免出现时间不统一和干扰情况。对与标准频率和时间信号播发相关的无线电规则进行解析,是标准频率和时间信号播发全球化的保证。通过对频率划分、时间的全球统一、标准时间体系、闰秒(跳秒)、[UTC]报告书的起草情况等主要国际规则的研究,为我国标准频率和时间信号播发的国际地位的提升以及科学研究、播发、接收使用监测工作有重要意义。The standard frequency and time signal service is one of the radiocommunication science service defined by the International Telecommunication Union(ITU).To advoid the disorder in time and interference in radio,it is controlled and guided by the Radio Regulations(the RR).Analyzing the RR about time signal emission is guarantee about globalization of this service.To improve international status of china in this service,and guide science study,time signal emission,receive and use,and monitoring,the primary international regulations are studied,which including the frequency allocations,the global standardization of time,the system of the standard time,the leap-second,the preliminary draft new report ITU-R TF.[UTC]and so on.
