国际债务治理视野下的中国对非洲债务救助

摘　　要：从“重债穷国倡议”到二十国集团“缓债倡议”,国际债务救助已成为全球治理和国际对非合作的重要议程。作为非洲重要的国际发展合作伙伴,中国在双边和多边层面对非洲国家进行免债、缓债、债务重组或新融资支持,在缓解非洲国家流动性紧张、支持非洲国家经济发展、提高国际债务救助方面发挥了重要作用。然而,中国对非债务救助也面临非洲债务形势复杂化、债务救助合作政治化、国际债务治理体系亟待转型升级等现实挑战。中国应优先提升对海外融资和债务的管理能力,妥善应对短期对非债务救助压力,积极应对非洲中长期债务风险带来的挑战,创新国际融资和债务治理的理念和方式,加强国际协调合作,提升中国在国际债务治理中的话语权和影响力。From the Heavily Indebted Poor Countries Initiative to the G20 Debt Service Suspension Initiative,debt relief to Africa has become an important agenda in global governance and international development cooperation.As one of Africa's important development cooperation partners,China participates in African debt relief at bilateral and multilateral levels through debt reductions,payments suspension,debt restructuring and new financing support.China's efforts in debt relief to Africa play a vital role in alleviating African countries'liquidity constraints,supporting their economic development and enhancing the effectiveness of international debt relief.However,China's debt relief to Africa also faces practical challenges such as the complexity and uncertainty of Africa's debt situation,the politicization of international debt relief cooperation and the urgent need for transformation and upgrading of the international debt governance system.China should give priority to improving its overseas financing and debt management capabilities,properly respond to the pressure of short-term debt relief to Africa and actively deal with the challenges posed by Africa's medium-to long-term debt risks.China should also innovate the concepts and methods of international financing and debt governance,strengthen international coordination and cooperation to increase its discourse power and influence on international debt governance.
