关于强化“情指勤舆”一体化建设实效的思考

摘　　要：“情指勤舆”一体化建设是公安机关为了更好应对社会治安新形势进行的实践探索。一体化建设已历经“情指”一体化、“情指行”一体化、“情指勤舆”一体化三个重要阶段。总体来看,各警种协作、合成作战的趋势不断增强。目前,一体化警务运行机制已经取得一定的成效,但依然存在思想观念落后、警务指挥系统建设滞后、情报信息孤岛难以破除、警务信息平台建设滞后等问题。公安机关以一体化、实战化为目标,统筹好科技、人才、系统、机制等建设要素,通过更新警务工作理念、强化人才保障、完善警务指挥系统等途径探索提升“情指勤舆”一体化建设实效的路径。The integrated construction of"intelligence,command,action and public opinion"is a practical exploration conducted by public security organs in order to better respond to the new situation of social security.The integration construction has gone through three important stages:the integration of"intelligence and action",the integration of"intelligence and action",and the integration of"intelligence,command,action and public opinioncontrol".On the whole,the trend of cooperation and integrated operations among various police services has been constantly strengthened.At present,the integrated police operation mechanism has achieved certain results,but there are still such problems as backward ideological concepts,lagging behind in the construction of police command systems,difficulty in breaking down isolated islands of intelligence information,and lagging behind in the construction of police information platforms to be resolved.With the goal of integration and practicality,the public security organs should coordinate construction elements,such as technology,talent,systems,and mechanisms,and explore ways to enhance the effectiveness of the integrated construction of"intelligence,command,actionand public opinioncontrol"by updating the concept of police work,strengthening talent protection,and improve the police command system.
