双重博弈结构下城市更新协作机制及转变趋势研究——以重庆市渝中区为例

摘　　要：随着中国经济从高速度增长转化为高质量发展,城市更新也呈现出治理导向、多元协作的时代特征。立足城市更新的利益博弈本质,基于双重博弈结构的分析框架,认为政府面临着与城市发展中政绩考核的长期、重复博弈,而与具体更新项目中的资本和公众存在短期、单次博弈,从而形成了双重博弈影响下的更新决策行为偏好。在经济高速发展时期,政府与企业形成了推动城市快速更新的增长联盟,而进入高质量发展时期,治理机制改革,增长联盟瓦解。由此,城市更新在焕新城市面貌、刺激经济发展的基础上,更加注重回应社会诉求,保障社会公平,提升城市更新的治理效用。结合重庆市渝中区城市更新实例,分析不同城市更新阶段的思路转变、协作机制变化和更新评估机制创新,以期为中国新时期城市更新协作机制研究提供参考。With the transformation of China's economic development from high-speed growth to high-quality development,urban renewal has also shown the characteristics of governance-oriented and diversified cooperation in the era.Based on the essence of the interest game in urban renewal and the analysis framework of a dual game structure,it is believed that the government faces a long-term and repeated game with the performance evaluation in urban development;There is a short-term,single game between the capital and the public in specific update projects,resulting in a preference for update decision-making behavior under the influence of a"dual game".During the period of rapid economic development,the government and enterprises formed a"growth alliance"to promote rapid urban renewal.But in the period of high-quality development,governance mechanism has reformed and the growth alliance has disintegrated.Therefore,on the basis of revitalizing cityscape and stimulating economic development,urban renewal pays more attention to responding to social demands,ensuring social equity,and improving the governance effectiveness of urban renewal.Based on the case of urban renewal in Yuzhong District of Chongqing,this paper analyzes the change of ideas,changes of cooperation mechanism and innovation of renewal evaluation mechanism in different stages of urban renewal,with a view to providing reference for the study of urban renewal cooperation mechanism in the new era of China.
