摘　　要：城市作为创新资源与创新要素的空间载体,在集聚创新主体、开展创新活动的同时,也承担着推动国家创新发展的使命。开展国家创新型城市发展战略研究、提高城市的创新能力成为研究创新发展的重要话题。文章基于《国家创新型城市创新能力监测报告(2022)》和《国家创新型城市创新能力评价报告(2022)》,阐述了衡阳国家创新型城市创新能力优势指标、劣势指标和潜力指标,对衡阳国家创新型城市财政科技投入、创新体制机制、科技人才、科研创新平台、科技主体创新能力及创新创业环境等存在的问题和不足进行了分析,并提出了衡阳国家创新型城市发展的对策与建议。As a spatial carrier of innovation resources and innovation factors,cities,while gathering innovation subjects and carrying out innovation activities,also undertake the mission of promoting national innovation development.We will carry out research on the development strategy for national innovative city,improve the innovation capacity of cities has become an important topic in the study of innovation development.The article based on the National Innovative City Innovation Ability Monitor Report 2022 and the National Innovative City Innovation Ability Evaluation Report 2022,it expounds the advantage indicator,disadvantage indicator and potential indicator of Hengyang’s national innovative city innovation ability,also analyzes the shortcomings of Hengyang’s national innovative city’s science and technology investment,innovation mechanism,technology talents,research and innovation platforms,innovation capabilities of scientific and technological subjects,innovation and entrepreneurship environment.Finally,propose development strategies and suggestions for building a national innovative city in Hengyang city.
