摘　　要：知识产权高质量发展观是指导当前企业在专利管理工作中的主要方针,而高价值专利的培育是专利高质量发展的最主要体现。文章梳理了高价值专利的含义,并与中小企业实际相契合,界定了中小企业高价值专利的内涵,提出中小企业要注重专利实用性,将能转化、有效益作为高价值专利的主要特征和管控点,并以此推动中小企业的专利工作由事务型向管理型转变;同时,结合时代发展背景和培育实践,探讨了现阶段中小企业在高价值专利培育中需要关注和注意的问题,并给出了相应建议,以期为中小企业专利高质量发展做有益参考。The concept of intellectual property right high-quality development is a major guideline for enterprises to manage their patents,and the cultivation of high-value patents can fully reflect the high-quality development.This paper analyzed the meaning of high-value patents,and in view of the practicalities of small and medium-sized enterprises(SME),defined the connotation of high-value patents owned by SMEs and pointed out that SMEs should stress the practicability of patents by regarding patent commercialization and benefit as major characteristics and control points of high-value patents,so as to shift their focus from patent transactions to patent management;additionally,in view of current development background and cultivation practice,the paper researched some problems for SMEs to consider in their cultivation of high-value patents and then proposed relevant solutions,so as to guide their high-quality development of patents.
