摘　　要：为了解开放存取在国外高校的运行现状,助力我国高校更好地利用开放存取政策,文章分析了美国加州大学、澳大利亚昆士兰科技大学及加拿大卡尔加里大学的校园发展与实施开放存取历程,充分获取开放存取在校园发展与实施所需要的规范性政策、完善的配套方案、具有保障性的基础设施、稳定的经费支持、节本增效的运行制度。综合3所大学在校园推广开放存取的有益经验,给国内院校发展开放存取时提供参考。In order to understand the operation status of open access in foreign universities and help Chinese universities make better use of the open access policy,this paper analyzes the campus development and implementation of open access in the University of California,Queensland University of Technology in Australia and the University of Calgary in Canada,so as to fully obtain the normative policies,complete supporting programs,and guaranteed infrastructure needed for the development and implementation of open access on campus,a stable funding support and cost saving and efficiency enhancing operating system.Summarize the beneficial experience of three universities in promoting open access in campus to provide reference for domestic universities in developing open access.
