从东盛和债案的处理看清末政府与商会的互动及角色转变  

The interaction and role transformation between the government and the chamber of commerce in the late Qing Dynasty through the handling of Dongshenghe debt case

摘　　要：营口商会在原公议会基础上成立,其在成立之初延续了公议会的职能,是当地经济发展的主导者、商人利益的维护者、市场秩序及市场交易规则的制定者、商事纠纷的裁判者,而政府则极少介入区域经济的运行、管理。东盛和联号倒闭影响空前,牵涉的商家及地域十分广泛,超出营口一地范围,商会职能发挥受限,清政府出于维护地方经济秩序及自身利益的目的参与了债案的处理,处理的过程中政府与商会相互配合,在不断的互动中二者的角色也发生了改变,政府成了区域经济危机处理的主导者、决策者、审判者,而商会的角色则向协调者、建议者、执行者、沟通者转变。Yingkou chamber of Commerce was established on the basis of the original Council.At the beginning of its establishment,it continued the functions of the Council.It is the leader of local economic development,the defender of businessmen’s interests,the maker of market order and market transaction rules and the judge of commercial disputes.However,the government rarely intervenes in the operation and management of regional economy.The collapse of Dongshenghe had an unprecedented impact,involving a wide range of businesses and regions.Beyond Yingkou the function of the chamber of commerce was limited.The Qing Government participated in the handling of the debt case for the purpose of maintaining local economic order and its own interests.In the process of handling,the government and the chamber of commerce cooperated with each other,and their roles changed in the continuous interaction.The government has become the leader,decision maker and judge in dealing with the regional economic crisis,while the role of the chamber of commerce has changed to coordinator,proponent,executor and communicator.
