摘  要:建立水资源刚性约束制度是党中央、国务院作出的重大战略部署,是破解新时期水资源重大制约和挑战的关键举措。针对变化环境下如何充分发挥好水资源刚性约束作用的问题,采用SWOT模型深入分析识别实施水资源刚性约束制度面临的内部优势(S)、内部劣势(W)、外部机遇(O)及外部挑战(T),并引入泰尔指数评价广东省水资源开发利用与经济人口发展布局的匹配程度。研究结果表明,广东省加强水资源管理优势和机遇明显,以增长型(SO)发展战略为主,需要利用好外部机遇、增强内部优势,为此提出了进一步增强水资源刚性约束、加强水资源空间优化配置、深入推进节水型社会建设、聚力抓好水资源保护、持续增强水资源管理能力建设等策略建议。研究成果可为广东省从严从细管好水资源提供参考依据。Water resources rigid constraint system is one of the most important decisions made by the Party Central Committee and the State Council,and is also the key measure to solve major constraints and challenges of water resources in the new era.For how to develop the rigid constraint of water resources,the study tried to identify the strengths,weaknesses,opportunities and threats for Guangdong province to establish water resources rigid constraint system,and then evaluate the spatial equilibrium of population,GDP and water resources by Theil index.The results showed that Guangdong is generally in a Strength-Opportunity growth strategy,and it is necessary to make good use of opportunities and improve strengths.Finally,the study put forward relevant strategic suggestions for building water resources rigid constraint system in Guangdong.The study results are valuable for regional water resources management.
