用海项目海洋生态损害补偿标准测算方法概述及应用

摘　　要：海洋生态损害补偿主要通过经济手段,将用海者的外部损害成本内部化,由此抑制海洋生态破坏和环境污染行为和促进海洋资源可持续利用,比命令与控制型政策工具更具有明显的管理绩效优势。在总结分析相关基本概念、补偿责任、补偿方式等关键要素的基础上,提炼了更易于政策设计操作的用海项目海洋生态损害补偿标准测算方法,并以广东省为实证对象,建立了完整用海方式分类体系下的区域海洋生态损害补偿标准,以期为国家和地方管理部门制定科学、高效、可行的海洋生态管理决策提供参考。Marine ecological damage compensation is mainly an economic tool to internalize the external damage cost of the users,thereby curbing marine ecological damage and environmental pollution and promoting the sustainable use of marine resources,which has more obvious management performance advantages than command and control policy tools.Based on analyzing the basic concepts,compensation responsibilities,compensation methods and other key elements,a method of measuring marine ecological damage compensation standards for marine use projects was refined for easier policy operation.Taking Guangdong Province as the empirical object,the regional marine ecological damage compensation standard under the complete classification system of sea-use modes was established,with a view to provide reference for national and local management departments to make scientific,efficient and feasible marine ecological management decisions.
