摘　　要：【目的/意义】在我国迈入“十四五”新征程和国家安全环境深刻变化的历史时期,国民经济动员面临着转型和升级。【设计/方法】在国家安全视域下构建了国民经济动员转型的理论框架。首先,对国民经济动员的内涵演变历程进行了详细分析,并提出国民经济动员本质上是一项非常规状态下的资源配置活动;其次,将动员基础的强化、动员理念的转变和动员方式的升级分别归因于经济社会的发展、任务要求的提升和科学技术的进步;再次,将动员转型的痛点横向分解为体制、机制和法制方面的问题,纵向分解为动员准备、动员实施和动员复员三个阶段存在的问题;最后,提出动员转型的四种模式,即网格化管理模式、集成化工作模式、一体化联动模式和体系化融合模式。【结论/发现】动员转型是实现动员现代化建设的必经之路,也是维护国家安全的重要保障。[Purpose/Significance]In the historical period of“14th five-year plan”and national security environment changing,National Economy Mobilization(NEM)is facing transformation and upgrading.[Design/Methodology]A theoretical framework of NEM transformation is constructed from the perspective of national security.Firstly,the evolution of NEM connotation is elaborated in detail,and NEM is defined as a resource allocation activity in unconventional state essentially.Secondly,the strengthening of mobilization foundation,the transformation of mobilization ideas and the upgrading of mobilization methods are respectively attributed to the development of economy and society,the improvement of task requirements and the progress of science and technology.Thirdly,the pain points of mobilization transformation are divided into organization,mechanism and regulation problems horizontally,while mobilization preparation,mobilization implementation and mobilization demobilization problems vertically.Finally,four modes are proposed,including grid management mode,integrated work mode,integrated coordination mode and systematic integration mode.[Conclusions/Findings]NEM transformation is a necessary way to realize mobilization modernization,and also an important guarantee to maintain national security.
