摘　　要：党的二十大报告将“美丽中国目标基本实现”作为2035年的远景目标之一。加强农村人居环境整治既是生态文明建设的必然要求,也是实现美丽中国目标的重要抓手。检视农村人居环境整治存在的困境,是建设美丽中国与深化生态文明体制改革的逻辑进路。伴随着生态文明体制改革向纵深推进,农村人居环境整治在助力生态宜居乡村建设上成效显著,但依然面临着严峻的挑战与压力。当前,农村人居环境整治面临着治理主体单一、法治制度空置、资金保障不足、技术手段落后、社会资本缺失、宣传教育乏力、考评手段陈旧、问责机制不全等八大亟待解决的问题。为此,需要在切实审视农村环境整治困局的基础上,提出科学合理的应对方略,并对整治进路实施理性预期与展望,以期为当前我国农村环境整治工作提供一定的借鉴参考。The report of the 20th National Congress of the Communist Party of China(CPC)sets“the basic realiza-tion of the goal of a beautiful China”as one of the goals for 2035.Strengthening the improvement of rural human settlements environment is an inevitable requirement for ecological civilization construction and an important tool for realizing the goal of beautiful China.Reviewing the dilemma of improving rural human settlements environment is the logical way to build a beautiful China and deepen the reform of ecological civilization system.Along with the deepening of the reform of ecological civilization system,the improvement of rural human settlements environment is effective in helping the construction of ecologically livable countryside,but it still faces serious challenges and pres-sure.At present,the rural habitat environment improvement is faced with eight urgent problems to be solved,name-ly,single governance subject,vacancy of legal system,insufficient fund guarantee,backward technological means,lack of social capital,weak publicity and education,obsolete evaluation means,and incomplete accountability mech-anism.Therefore,on the basis of examining the predicament of improving rural environment,we put forward scientif-ic and reasonable countermeasures,and rational expectations and prospects for the improvement approach,hoping to provide certain reference for the current rural environmental improvement work.
