中国综合经济区生态福利绩效测度及其影响因素研究

摘　　要：采用超效率SBM模型,对中国2008—2018年的八大综合经济区生态福利绩效进行测度,并运用Tobit模型研究影响综合经济区生态福利绩效的因素及其影响方式。研究表明:生态福利绩效整体偏低且各综合经济区之间生态福利绩效呈现明显的空间差异性,总体上生态福利绩效发展水平变化呈上升趋势。从全国层面看,经济集聚、产业结构升级和对外开放水平对生态福利绩效提升有正向促进作用,环境规制和城市化率对全国生态福利绩效提升有明显的阻碍作用,技术投入水平对全国生态福利绩效提升影响不显著。从区域层面看,经济集聚、产业结构升级、对外开放水平是影响综合经济区生态福利绩效的主要因素。在此基础上,提出促进我国区域生态福利绩效提升和缩小各综合经济区生态福利绩效区域差异的政策建议。The Super-SBM model is used to measure the ecological welfare performance of eight comprehensive economic zones in China from 2008 to 2018,and the Tobit model is used to study the factors influencing the ecological welfare performance of comprehensive economic zones and their influencing methods.The research shows that the overall ecological welfare performance is low,the ecological welfare performance shows obvious spatial differences among comprehensive economic zones,the overall development level of ecological welfare performance shows an upward trend.At the national level,economic agglomeration,upgrading of industrial structure and opening up to the outside world have a positive promoting effect on the improvement of ecological welfare performance,environmental regulation and urbanization rate have a significant hindering effect on the improvement of ecological welfare performance,and technology input has no significant effect on the improvement of ecological welfare performance.From the regional level,the main factors influencing the ecological welfare performance of the comprehensive economic zone are economic agglomeration,industrial structure upgrading and the degree of opening up to the outside world.On this basis,some policy suggestions are put forward to improve the regional ecological welfare performance and reduce the regional differences in ecological welfare performance in different integrated economic zones.
