摘 要:水资源时空分布极度不均,与经济社会发展要素不相匹配,是黄淮海流域的基本水情。近年流域积极探索绿色发展模式,整体水形势不断向好,但在流域水资源、水生态、水环境等方面仍存在突出短板,亟须从多方面协同发力,全力打通制约流域高质量发展的“水堵点”。建议控总量、优结构、提效率,持续强化区域水资源需求管理;加强地下水修复,恢复地下水系统健康;“本地水—外调水—再生水”三水互补,促进河湖湿地生态复苏;以优化南水北调后续工程布局为核心,完善水网格局。The spatial and temporal distribution of water resources is highly uneven and does not align with the region’s socio-economic development needs,constituting the fundamental water situation in the Huang-Huai-Hai River Basin.In recent years,the basin has actively explored green development models,leading to an overall improvement in the water situation.However,significant challenges remain in terms of water resources,water ecology,and water environment in the basin,necessitating concerted efforts to overcome the“water blockage”that constrains its development.It is recommended to control water consumption,optimize the water use structure,improve efficiency,and strengthen regional water demand management continuously.Groundwater restoration should be enhanced to ensure the health of the groundwater system.The complementary use of local water,water diversion,and recycled water should be promoted to facilitate the ecological recovery of rivers,lakes,and wetlands.The optimization of the layout of subsequent projects of the South-to-North Water Diversion Project should be the core focus in perfecting the water network.
